PGS-India Certification — Free Peer Group Organic Certification
Participatory Guarantee System India, known as PGS-India, is a government-backed organic certification program that costs nothing. It was developed by the Ministry of Agriculture and Farmers’ Welfare as a practical alternative to expensive third-party certification for small and marginal farmers. Instead of hiring an outside inspector, farmers in a local group verify each other’s practices. This peer accountability model has been running successfully since 2011 and is now accepted at thousands of organic farmers markets and domestic retail outlets across the country.
How PGS-India Works
PGS-India operates on a simple principle: farmers who live and farm near each other are the best judges of each other’s practices. A local group of 5 to 50 farmers forms a unit. Each member signs a pledge of organic farming, and the group conducts mutual inspections on a scheduled basis. The group’s records are uploaded to the national PGS-India portal maintained by the Department of Agriculture. Regional Councils at the state level oversee multiple local groups and provide guidance.

Step-by-Step Registration
Step 1 — Form a Local Group
Gather 5 to 50 farmers from your village or taluk who are committed to organic farming. The group works best when members live within 5–10 km of each other, so peer inspections are practical. Elect a group leader who will coordinate paperwork and portal uploads.
Step 2 — Register on the PGS-India Portal
Go to the official portal at pgs.dacnet.nic.in. Your group leader registers the group by entering member details, survey numbers, and crop information. Each member gets a unique PGS farmer ID after approval.

Step 3 — Complete Self-Declaration Forms
Every member fills out a self-declaration form confirming they have not used synthetic pesticides or fertilisers on the registered plots. This declaration is submitted to the group and uploaded to the portal.
Step 4 — Peer Inspection
Each member’s farm is visited by at least two other group members. The peer inspectors check for signs of chemical use, verify that the crops match the registered list, and sign an inspection report. This report is kept in the group’s physical file and also uploaded to the portal.
Step 5 — Certificate Issuance
After successful peer inspection and portal approval by the Regional Council, each farmer receives a PGS-India certificate valid for one year. The certificate carries a unique QR code that buyers and consumers can scan to verify authenticity.

Limitations to Understand
PGS-India is not accepted for agricultural export. If you want to sell organic produce to buyers in Europe, the US, or the Gulf, you will need NPOP certification. PGS-India is also not accepted by all large retail chains — some supermarket chains and e-commerce platforms require NPOP. Always confirm with your buyer before applying.

Best Use Cases for PGS-India
PGS-India works exceptionally well for farmers selling at weekly organic farmers markets, through local vegetable subscription boxes (community-supported agriculture), to school canteens and hospitals through state government organic procurement schemes, and through direct-to-consumer channels such as WhatsApp groups and farm gates. Upgrading from PGS to NPOP
Many farmers start with PGS-India to build their documentation habits and then apply for NPOP after 2–3 years. Your PGS farm diary and inspection records serve as evidence of your organic history during the NPOP application process. The conversion period clock under NPOP can be backdated to when your PGS records begin, subject to your certifying body’s acceptance — always confirm this in writing before applying.
