Organic Certification in India — PGS, NPOP, and EU/NOP

Organic certification in India is not a single system — it is three overlapping systems, each designed for different farmer profiles, markets, and budgets. Choosing the right certification pathway can mean the difference between paying ₹0 and ₹40,000 per year, between selling locally and exporting to Europe, and between completing certification in 2 months or 3 years. This guide explains all three systems, the conversion timeline, the documents you need, and the most common mistakes farmers make.

The Three Systems

1. PGS-India (Participatory Guarantee System)

PGS-India is a peer-based certification system operated under the National Centre of Organic and Natural Farming (NCONF), part of ICAR. It is completely free. Groups of 5–50 farmers form a Local Group (LG), conduct annual mutual farm inspections, maintain a Group Organic Management Plan, and receive PGS-India Green (under conversion) or PGS-India Organic (fully certified) status.

Who it’s for: Small and marginal farmers selling to domestic markets — local mandis, organic retail stores, urban consumers, school programs.

What you can do with it: Sell in India under the “Jaivik Bharat” label. Accepted by many domestic organic retailers, cooperatives, and direct-to-consumer platforms.

What you cannot do with it: Export to EU, US, Canada, or Japan (these require NPOP certification with international equivalence).

2. NPOP (National Programme for Organic Production)

NPOP is India’s official organic standard, administered by APEDA (Agricultural and Processed Food Products Export Development Authority) under the Ministry of Commerce. NPOP-certified produce carries the “India Organic” label and is produced to standards equivalent to EU Organic and US NOP (since 2023 formal equivalence agreements).

Who it’s for: Farmers and producer groups targeting export markets or premium domestic institutional buyers.

Cost: ₹20,000–40,000/year for individual farms; ₹1,500–3,000/farmer/year for group certification through FPCs.

Conversion period: 2–3 years (2 years for annual crops, 3 years for perennials). Land must be managed organically during this period with documented records.

3. EU Organic / US NOP Direct Certification

Some export-oriented farmers obtain direct certification from accredited EU or US-recognized certification bodies operating in India — organizations like Ecocert, Control Union, SKAL, and Lacon. This is required for some niche export markets that demand the EU Organic leaf logo on the product label (not just NPOP equivalence).

Cost: ₹35,000–80,000/year depending on farm size and certifier. Generally cost-effective only for farms producing ₹5 lakh+ of organic produce annually.

The Conversion Timeline

Converting to certified organic is not an immediate process. The conversion period exists because soil residues from synthetic inputs take time to dissipate and because certifiers need documented evidence of organic management over multiple seasons.

  • Year 0 (Pre-conversion): Stop all prohibited inputs. Apply for certification. Begin keeping farm diary records.
  • Year 1: First inspection. Farm receives “In Conversion” status. Cannot sell as certified organic.
  • Year 2: Second inspection. Annual crops may receive full certification after 2 years. Perennials remain In Conversion.
  • Year 3: Third inspection. Perennial crops (fruit trees, spice plants, coffee) receive full NPOP certification.

Farmer's Tip

Start your paper trail on Day 1 of conversion. Keep a farm diary with dated entries: inputs applied, quantities, suppliers, weather events, pest observations. Certifiers weight documentation quality heavily during inspections.

Documents Required for NPOP Certification

  • Land records (RTC / Pahani / 7-12 extract) showing your name as farmer
  • Survey number and village map
  • Farm plan / sketch showing field boundaries, water sources, and buffer zones
  • Organic System Plan (OSP) — a written plan for how you will manage the farm organically
  • Input register (all inputs purchased and applied, with bills)
  • Harvest register (crop-wise harvest records by date and plot)
  • Sales register (to whom, what quantity, at what price, with invoice copies)

APEDA Registration for Export

Any farmer or FPC wishing to export organic produce must register with APEDA’s NPOP portal (apeda.gov.in/NPOP). The registration is free. You will need your NPOP certificate, FSSAI license, and bank account details. APEDA provides a list of accredited certification bodies and an online database of NPOP-certified farmers that export buyers search when sourcing.

Premium Price Difference

The price premium for certified organic varies widely by crop and channel:

  • Commodity crops (rice, wheat, pulses): 20–40% over conventional
  • Vegetables and fruits: 30–60% over conventional in urban retail
  • Spices (turmeric, pepper, cardamom): 40–80% over conventional for export
  • Specialty crops (vanilla, saffron, heritage rices): 100–200% premiums documented

Common Mistakes to Avoid

  1. Not separating conventional and organic plots during conversion — cross-contamination voids certification
  2. Using prohibited inputs (DAP, urea, synthetic pesticides) on certified plots and assuming it won’t be detected
  3. Failing to keep records — the most common reason for failed inspections
  4. Selling conventional produce as organic — this is fraud and carries criminal penalty under the Food Safety Act
  5. Choosing a certifier not accredited by APEDA — check the APEDA website for the current list of accredited certification bodies
